Excellent eye contact here. You have caught the characters of the two children well.
It falls slightly between two stools for me though. It is not really an enironmental portrait. You have shown a bit of the surroundings but not enough for me to make real sense of what is going on round about. Getting more in the shot would tell the story better. On the other hand if you want the pic to be a straight portrait try a little closer and exclude the distractions in the background. Not easy I would imagine with a camera phone which is not able to zoom.

This could have been extremely good, but I'm afraid the camera phone quality is not too good and there is little you can do about it. You particularly need the main child pin sharp but there is either shake, lens blur or lens dirt - or all three, affecting image quality.
