Welcome to Ephotozine Joe.
For me, the answer is no, it really doesnt look like a drawing. It looks very blue, and has little contrast. But I might be thinking of something different to you, - I have a pencil or charcoal drawing in mind that wouldnt be blue, and would be more graphic.
I dont know of you have Photoshop, but it has a lot of filters in its filter gallery that emulate drawing reasonably well. Ive used one to make a modification of this. First I made the image completely mono, and then Ive used one of the Photoshop filters.
Take a look at the mod and see if its more drawing like, scroll up the page to the modification page - and if its not what you had in mind, lets know and describe the effect you were after in more detail.
