Assuming you had a tripod I would go with manual and try an aperture of f/11 or f/16. Your wide aperture of f/3.5 has resulted in the street lights appearing as blobs but a smaller aperture would give nice starbursts. The resultant long exposure would smooth out the ripples in the water giving better reflections.
The composition and overall image is great, especially with Moira's crop suggestions. I would love to get to this place!

Had my first go at capturing flying birds with my camera club....very difficult. Sharp where it needs to be with nice blur in the wings.
