Some folk use canvas size when adding a frame to an image in photoshop CS2/CS3. But there is another way of adding a frame visually instead of numerically.

First set your background colour to the colour you want the frame to be, by going to photoshop's tools palette, and clicking on the white background square to bring up the colour picker dialogue box, Next grab the crop tool and use it to select the whole image, by clicking and dragging outside the top left corner of your image, down to the bottom right corner. Then while holding down the alt key - drag one of the crop tool's corner boxes outwards, until your happy with the frame size, and click enter to fill the frame with colour.
