My wife and I did the Seine cruise a couple of weeks ago and we both tried very hard, and failed, to get any decent shots from the boat. With this in mind, congratulations on this shot! The Eiffel Tower seems to be infinitely more photogenic at night when it's lit up than during the day.

If it is an Eifel Tower you want to take a photo of get the whole Tower, if it is the monument in the forground get the monument. But is your are trying to do both, then dont take the pic from a boat at night. Oh, and motion blur is a thing normaly associated with a moving subject, not a moving photographer!
Then again, this could just be a c&*p picture, yep, I'll bet thats it. Touche'
