I think this photograph has be technically well-taken. In my opinion, the exposure is correct as It looks to me that there are details in both the highlights and shadows. Also, I think the focus is sharp throughout.

Judging by the shadows, it appears to me that this photograph has been taken in late afternoon, perhaps during the so-called 'golden hour', when the light is just right for photographing buildings. Unfortunately, this natural ight has cast a shadow of an articial light onto the building.
