Not sure of the effect you wanted but motion blur with a stationary car doesnt quite work for me. I would have put zoom blur on the rear of the car along with the bg as well as radial blur on the wheels which would have given the impression the cat was moving at hyperspeed. I have a few shots of my scooby from some time ago in my pf for comparison/ideas. I do like the blue hue on what seems like a night shot.
