Did a mod for you as follows....
Duplicate image and rotate the copy 180 degrees , then flip horizontally. Move backto original and crop to take some from above the spire and add that amount down below. ( it doesnt really matter what background colour shows as you now need to clone , paint in , whatever to make up the sky reflection in your now extended water.
I always run the blur tool over thw area and sometimes the smudge one also at low percentages just to smooth it out as water is silky.
Ok now back to your copy , using lasso tool encircle the areas of spire you are missing plus a bit of that you have as overlap , edit > copy ...over to original and edit > paste . position the pasted section using the move tool. DO NOT FLATTEN OR MERGE DOWN THE LAYER . select the eraser tool and after enlarging your image to as big as you need carefully remove the sky from your pasted section to reveal the correct sky below. Flatten the layer at this point. Now using the blur tool at about 5% soften the edge of the now fully extended reflection as it wouldn't be as sharp as the actual spire .
Last bit using the magic wand tool at a tolerance of 20ish select the dark shadow bottom left by clicking the tool in the centre of it.
Right click and select feather , set to about 75pixels . Next select shadow /highlights and I found the default setting did the job but you may wish to move the sliders and see what happens. play till your happy , click ok and job done .
