This needs colour first off, for the contrast between hot red and cool grey shadows, and I think it needs the red detail within the shadowed area for balance. So V1 for me. I like the way the frame divides vertically into two zones, but the red in the cycles brings harmony.
You've blurred the background rather aggressively, the fall off in focus from sharp to extreme blur is rather sudden, and there's a halo left round the areas that you have isolated. Look in particular at the top of the hanging basket bracket and the base of the dustbins and yellow bollard. Tidy those areas up and you have a much more satisfying image I think. I'll try a Mod.
