I'm sure that your original RAW image looks much better. Here I see lot of jpeg artifacts, for example in the water (that little squares). Maybe you have oversharpened the image and then you had to select a high compression ratio to stay under 100kbyte. I'm sure that if you improve your jpeg conversion process you obtain more effective rusults. Your shot is nice, anyway.

You are quite right - had to compress the hell out of this to get it down to EPZ size. TIFF from the original RAW has no problems.
