Nice processing with plenty of detail, (as usual), but I feel there is too much empty space at bottom of shot.

Maybe try a squarer composition, cropped off just below reflection of the street lights?

Just a thought.

If you were aiming to get a "sketch" look then i think you've succeeded, but for me the rain effect is too heavy, (pardon the pun). The overall effect seems to have flattened the image, giving a very two dimensional feel. A shame because with all those fabulous lines, there should be plenty of depth.

Would be nice to see the original shot as a comparison.
