Before the Red Cross visit to Terezin (during the Second World War), the Nazis built smart new washrooms for the prisoners. Fortunately for them none of the inspectors turned on the taps - the water was never connected. These rooms were for show only.

There was no intention to use the washroom. It was always just for show. Prisoners weren't allowed such luxuries as washing.
