Taken whilst taking the dog for his morning walk.Taken in colour and converted to mono as I thought that as the day was so dismal that mono would look better. The suns rays were added by me as the sun was behind me.

The shot is nicely composed and has atmosphere, but it is not very sharp. You had a bit of zoom on and shooting at 1/25th needs a pretty steady hand! I notice you were using iso 100 - you probably could have used a higher iso to help with speed, without losing much in the way of quality. The shot is also rather flat - which may have been your intention - but in my mod I tried it with a bit more contrast and with brighter light areas, which makes a bit more of the rays of light. I notice you used minus exposure compensation, which suggests you wanted a dark shot, though.
There is a fine image in there but the technical problems spoil things. Two things. Even on that dismal day you could lift things a bit by adding some contrast and the main problem is the lack of sharpness. Software sharpening will not save this. You would have been far better at ISO400 and 1/100 sec.
