As Geoff says, they are a symbol of undying love. I first saw these whilst in Venice about 4 / 5 years ago, and have since seen them all around the places I've visited in Europe, and even here locally in England - I saw some last week in Leeds whilst crossing a footbridge over the River Aire! Whilst they are apparently attached to other public fixtures, all the ones I've seen have been on bridges.
