Around where I am the public toilets have been open all the time, but agree the tourist attraction places like, say, the seaside resorts they have been / still are closed.

I live at the seaside and during the Summer in normal years it gets very busy. What has always puzzled me is the local council's Tourist Office opening hours. This is usually staffed by two persons and is opposite the funfair.
9-5 Weekdays - closed weekends and bank holidays..
During the last very sunny bank holidays (May 2020) most of the toilets were closed as well with the expected results.

Do the restaurants and cafés close for lunch and dinner?

In North Norfolk all toilets are now open bar one. Great Yarmouth is slowly opening theirs as is Hunstanton and west Norfolk. Norwich is being very tardy with only the market and those in the two malls currently available while Broadland hasn't opened any of theirs despite day boats now operating again. Crazy really with the number of people now about and most shops open.
