Generally you don't need to approach them, as they spend most of their time posing for cameras anyway. They do oblige with direction though if you're looking for a particular pose, providing you time it right and don't barge into everyone else's picture. Otherwise getting low often helps to get a clean background whilst also avoiding other photographers' firing lines. One of the technical difficulties is capturing eyes that are sometimes deeply recessed behind the mask - some fill-flash obviously helps there, although saying that I've seen many photos where the subject looks flat as a result. If you can get good afternoon or evening light along the Riva degli Schiavoni (waterfront at side of Doge's Palace) it's possible to get stunning results.
I'm sure you'd soon work most of that out for yourself, but just to let you know what to expect...
Most of the action centres around St Mark's Square, although sometimes there are gatherings at well known places such as La Salute.
