Editing photos

Hello all
I work in electricity and gaz company and i'm reading meters and delivering invoice bills
So, in my work, i find some meters in bad conditions, an then, it is hard or impossible to take the index of the meter (electricity consumption)
This is generally caused by the sun, so, the rays affect the display of the meter and it becomes unreadable, or, by a problem inside the motherboard of the meter
Then, i'm looking for a software that i can with it edit my photos of the meter and/or i can show the index.
And sorry for my english

Where there is no sign of numbers I doubt if photographic software would help. It has to have some different coloured pixels to work with and with this I would say that there are none - a blank sheet. Others may have some suggestions but I personally think this is preventing that from happening i.e. putting the meters in a box, which incidentally mine is.

For the third and fourth of these, I doubt that anything can be retrieved digitally because the information just isn't there in the file. The problem is a mix of reflections and damage to the screens. My only suggestion would be to take time over photographing these, try different angles and above all try to avoid reflections on the screen. A hat can be very useful for this!

It occurs to me that if the images are to be used for billing purposes, digital tampering would compromise their validity.

Perhaps a polarising filter would help and a longer shutter speed?

You know, when we go to read meters ( above every two day and each three months in the same place), we took with us a sort of notebook with names of clients, adresses, serial numbers of meters, lasts indexs...
When i find a good meter i write its index in the notebook, and when i find a bad meter, i took a photo of him ( it is not compulsory by our company ) but I do it for the benefit of clients and our company ( reducing the lost energy).
Sometimes I use Snapseed and the courbes, but not all time i find the index

I take the photos with my smartphone, i have galaxy s10+
