Editing RAW images in Photos

I have imported RAW/JPEG images into Photos.
The "help" says "In the Photos app on your Mac, double-click a photo to open it, click Edit in the toolbar, then choose Image > Use RAW as Original."
When I click "Edit" on the tool bar I do not get the "Image > Use RAW as original"

No need to select 'Use Raw as Original', select the raw file you wish to edit/process to the right hand side of the library window is a button labeled 'Edit' (not a menu item) simply click on that and you will be taken to a window where you can edit/process your image. I am not sure of the purpose of 'Use Raw as Original is...

I am shooting RAW+JPEG on the camera. When I upload the images to Photos they appear as one photo with JPEG priority - in the picture, top right, you can see that it indicates that there are two images with "J" on top, the RAW is underneath so one needs to make the image RAW priority otherwise I can only edit the JPEG!
