I think it is difficult to be sure from this video.
It could be that the lens is not being held particularly steadily and a significant IS adjustment is being made after a movement equivalent to reframing the image in the viewfinder.
If you used a tripod to keep the viewfinder image steady the lens likely needs a repair.
If you did not use a tripod then I suggest repeat the test and see if the issue disappears when using a tripod.
