I having been using Photoshop 7 for a number of years. I now find for no apparent reason that the majority of the tools (dodge tool, burn tool, clone tool, blur tool etc.) will not work. I cannot see any logic for this. Have tried re-installing Photoshop and the problem persists. Any help would be appreciated.

Is it a 16 bit image? If so try converting it to 8 bit: image>Mode>8 bits/channel

Thanks for your prompt reply. The images are already 8 bit.

Have you tried re-setting all tools?

This is from a similar question I found when I had a similar problem:

Quote:Usually the options are greyed out when you are in transform or type mode. Look up to your tool options bar (the bar on top that shows whatever tool you have selected, and on the right hand side see if there is a check mark next to a circle with a line through it. If you see those options, click on the check mark. (pushing the enter key will do the same thing)

It might vary with different versions,

I think you may find it's a corrupt preferences file. Either locate this and delete it manually or if you do a Photoshop managed uninstall, I think it asks you whether to delete all the saved preferences etc in which case say yes
