Police hassling photographers

I went out for a walk with my camera. I got as far as the pavement outside my flat when two cops stopped me and told me that I could not carry a camera with me as doing so would breach lockdown rules (ie: if I stop for a moment to take a photograph I am no longer taking exercise.) When I objected to what he was telling me I was suddenly surrounded by about 20 other officers. I was told to go home.
I have subsequently made an online complaint to the police complaints commission.
Am I justified?

I find this extraordinary. Did they ask you any questions at all? The reason I ask this is that I am not the only person who has severe skeletal pain and cannot 'exercise' in the normal meaning of the word. But walking a short distance with my camera would distract my mind from my pain and give me a few moments relief from being 'shut up'. I thought that the over-zealousness of the police had been curtailed - but evidently not.

Questions? I was simply told, you cannot do what you are doing and then told I have to go home.

Seems like a right waste of money to have so many in one place. there must be something else going on. and some how you rubbed them up the wrong way.
