I have no experience in printing any photograph. I have an oldish Canon color laser printer. Could a laser printer be used to produce color prints?
Thanks.

Printers do dry out so it depends on how much you have used it and what sort of condition it is in. But if you do use it what do you use it for if not printing pictures?

You can print on plain paper with a consumer laser printer but if you want to print on fancy papers things are not so good
It all depends what quality you are expecting

I was contemplating test prints on ordinary A4 standard paper to access before sending the occasional selected file to be printed elsewhere.

You can but the quality won't be great. Think of the type of thing you get from a colour photocopy and you won't be far away.
