The 17-40L out performs the 17-85 where they overlap, especially with distortion at the wide end. OF course it lacks IS but do you need it that wide?

Then the 17-85 does have that bigger zoom range. Not tried the Sigma.

I used to have the Sigma 17-70 which I found to be excellent for the money, if a bit noisy when foussing, I bought a 17-85 IS in April to replace it as I wanted the IS. I have not regretted it.
If you cannot afford the L the 17-85 is excellent.
Yes there is distortion at the wide end but that is easily corrected with software such as PT lens which is quite reasonable to buy.
