I'm glad France test the power output and force the manufacturer to comply. But the second part of the article is about campaigning for a different way of measuring transmit power. The article then tries to conflate issues such as the inverse square law for radiated power making the results seem worse than they are; Also the comparison to the fact that volkswagen has a 'test' mode for their engine management software. This does not seem to be the case for the phone in question. As such the credibility of the whole article is compromised for me.

For me, the main issue is that electronic products that can potentially cause harm when used as most people will use them, are allowed to be sold at all. Governments should be routinely testing these devices themselves before allowing them to be sold to the public.
As such the Volkswagen analogy is a good one when trying to explain the issue in terms the general public will understand.
From a Health and Safety perspective, using 'near field' physics the inverse square law cannot be ignored, however convenient for the industry it might be to do so.
