Sigma 17-50 lens looks to be decentered... or not?

I think the Sigma is better than the 16-85mm, but I didn't experience any of the 'bugs' you've had. If you are able to take some test shots with the 16-80, that should tell you what you want to know. You may prefer it, but I doubt if it's appreciably sharper than the Sigma, and distortion is still likely to be worse starting at 16mm.

Late reply, I had a Sigma 17-70 where it exhibited what you have, soft on one side, Sigma found the lens was de-centred and the elements needed re aligning, possibly caused by a hard knock, although I don't remember knocking it.
