Using cursor keys in Photoshop

I know i've asked this before but does anyone else have probs using the cursor keys to nudge selections etc? i do what i have read but the cursor keys have no effect what so ever.....so frustrating.

Select the move tool to nudge selections with the arrow keys after you've made them.
