This bishop at odds with then Archbishop Jaime (Later Cardinal) Sin, attends the inauguration of The National Arts Center, blessing the ritual opening, something the head of The Philippine Catholic church declined to do because of his animosity toward President Marcos. This picture conveys his isolation.
