There's an interesting programme currently available on the BBC iplayer, here , which traces 1950s Brutalist architecture back partly to Germany's military use of concrete in WW2.

Looks like a long-snouted animal resting on top of the lower slab.

I like the way the 'snout' is aimed at the people on the beach.
