Seems a bit extreme. I'm not keen on cyclists but I wouldn't ban them altogether, just get them to sit the Cycling Proficiency Test.

Cycling along joint use paths in France I found people ignored bells, Better to call "Attention Vélo!" slow dowm and then "Bonjour, Merci" as I passed (and it wasn't always pedestrians all over the path) In a group we would always drop into single file to pass other users.
Maybe they mean motorbikes, as they are used by bikers, using bikes with noisy engines, who go biking, so not the cyclists, who go cycling, much more quietly. I agree with Mrs Woolybill - they should learn the use of bells - for the safety of all - or at least how to make warning sounds if bell-less. Was I just being sensible? Huh.
Looking at the angle of the post perhaps some happy biker lerted it to the fact of its inanimate state and in a fit of barking up the wrong tree decided to ban all bikers and their tight fitting Lycra now there’s poetic justice.
