'Answers On A Postcard'

An unusual item seen in public,whose original purpose I was not sure about, if related to 'public' punishment?
Near this semi-vertical post & chain, were medieval style stocks, with what they were carved into the wood.
The device that people were put into, after being found guilty of a 'crime' failure to pay a fine etc.
These were on a public footpath, running from Christchurch Priory to Castle Street, Christchurch, Dorset.
'Answers On A Postcard' was a phase used on TV in the press, asking people to tell what something was?

Maybe some kind of whipping post? However, they usually had shaped iron fitments either side, to put the person's hands into.
