It's really difficult to see what's going on with a DSLR and a heavy ND filter - but there's no excuse for leaving a tilted horizon in processing... Seascapes show the slightest tilt, and it just looks wrong.

There's an exposure issue, as well, with blown highlights and slightly blocked shadows, as well.

And, if you want milky seas, you probalby need to lower hte ISO and increase the exposure time a bit further.

I wonder if a long lens would work better - I had to look hard to find the fisherman.

Hi, I think it's the first time that you have ticked for critique, I hope that it was intentional and that you will find it useful. But we need to know more from you - what were you intending to capture, how do you see the image? What advice do you want?

First point - the sea does not slope. Full stop. With any image that includes a dominant horizontal or vertical line it's important to check it against the grid and rotate if necessary. Make that an essential part of your workflow!

Next, do you check the histogram? A brief check would indicate issues here. The Exif indicates that this was taken at lunch time, not ideal light... Overhead sun shining down on water, that's not ideal conditions for a 3 second exposure.

Thirdly, the title indicates that you see the fishermen as significant, but the use of wide angle pushes then so far away that they are scarcely identifiable in the frame.

As above. I think you need to go back to basics a bit. Some real rooky errors here as mentioned above.
