Not a fan of colour popping as it's usually poorly done and cliched. Here you have nailed it at the treatment emphasises the mood of the English seaside in the rain.

I like the ironi of the beach huts, which are a symbol of the archetypal English summer - sun, sand and sea - combined with the dark and dour weather - also very often archetypal of an English summer!
