It houses the exhibition of Cold War era aircraft - it's around a dozen years old.

I think the stairs are for maintenance. But I'm not sure. They may be for Nigel Farage to watch for the French invasion in his tricorn hat.

Could probably imagine to convert to mono with steep tone curve for increased effect of surreality...
Looks like your Samyang 14mm is also not the sharpest at the edges...

You can buy the lens for under £200 secondhand - at that price, the edges don't have to be sharp! In fact, it's not that bad at all...
