I have seen lots of ground hornbills (red) before, but never a blue one! Its called an abyssinian ground hornbill, pictured here in Murchison Falls National Park in Uganda.

Great capture, I often find them difficult enought to approach to get the full body at a reasonable size. To get just the head, as you have managed here, is quite some achievement.
