It works for me, the strong elements are the diagonal rising from bottom left and the gap between one foot and the shadow. I've uploaded a modification playing on those factors.

Settings and processing look fine to me here.

Nice diagonal from the shadows.
Your processing is much stronger here to better effect.

Love the fact you have three people almost bang in line.....and that all of their shadows are captured too. It is a bit soft, surprising given the brightness/aperture/shutter speed, though that may be down to camera shake.....and given the lowish ISO there is quite a lot of 'noise', especially on the nearest ladies coat.....possibly down to converting jpeg?

It's a nice line of three and nicely processed.

However it is soft as Martin points out. If you did quickly move the camera up to take the image movement may have been an issue even at that shutter speed. But It looks more like focus error to me. Given this is a square image we know it's cropped but we don't know by how much as you havn't said or uploaded the original. Severe cropping will exacerbate any softness as I'm sure you're aware.

My mod makes use of a Levels adjustment to help the highlights avoid looking grey. I applied some sharpening too.
