Your choice of black and white suits this perfectly. Weather like this is an ideal time to consider working in black & white. Much of the colour is taken away anyway, and removing the rest by working in monochrome allows you to concentrate more on texture and tones, reinforcing the feel of the mood and the elements.
The misty background sets the scene and gives the brrrrr factor, and the walking figure's stance itself suggests a blustery winter's day. It looks as if it's snowing, too.

I have done a modification where I darkened the image in order to bring out a bit of detail in the background because it's an interesting place.
I also made the blacks a bit blacker, helping the walking figure and foreground structures to stand out more.
