I'm guessing that this was taken from a car? Bearing in mind your educational intention, this really shows the driver's point of view, rather than the pedestrian's. I'm thinking purely in communication terms, not composition here.

You might achieve your purpose better I think if you stood on one side of the road, using your lens at its widest, to include the steps up to the bridge, pedestrians trying to cross, and the traffic streaming past in the foreground. Aim for some motion blur in the vehicles, to convey their speed. (A similar shutter speed to this, or even somewhat faster, would do that. The cars look relatively sharp here because they were approaching you; moving across the frame they would be a lot less sharp).

As this image stands, the actual message occupies a relatively small part of the frame. There's an awful lot of empty road in the foreground which says 'There's a gap for me to cross'. So I would crop quite ruthlessly. Modification to follow.

On a practical level, that bridge isn't much use to pedestrians with mobility problems...

You're making an important point, but the fact that you're a distance away reduces the impact of the message.
The viewer will pass this one by and not take on the safety message.

You need to be closer so we can make the connection between the bridge, the people and the traffic.
Don't worry about getting the cars sharp, a slower speed will blur their movement (you need to experiment as to what shutter speed works, it all depends on the speed of the vehicles and the size in the frame). If the people and bridge are sharp, as they are stationary, and the cars appear to be fast, then that will show how risky their actions are.

You do need to come in very much tighter. The main story occupies about a third of the frame and you would emphasidpse the point very much more strongly with that tight crop. The quality, otherwise, is good.
