sometimes you can zoom in and use the lasso tool or magnetic lasso to create a tight selection, then (in photoshop, don't know about ps elements) modify -> contract a few pixels, then in the same sequence, feather about 1/3 to half the contracted distance. Extensis software makes a good masking tool for isolating subjects from backgrounds too. i think the eval version is still available for download from their website. 10 for creativity!

Another ploy would be to use layers and blending modes. Apply a little Gaussian blur and erase through to the to background to achieve desired effect. All the other advice is also useful. Try them and see what works for you.
Or you could take baby to dolphin and try again.... I've seen in in Diver Magazine but can't remember which issue. Apparently Mum was just out of shot. It caused a lot of comment....not all friendly!
