Good one. Interesting image and description.
Various points:
Composition; overall good, in my mod I've straightened a little and cropped on right hand side. The messy bit of wall/door is distracting.
The image; although I like it and find it interesting and attractive I don't know the reason you made the image.
Is it the woman the main subject in an interesting setting? or maybe the machinery and the model is there to pep things up or is there some unknown connection between the period dress and old signal equipment????
If the photo is about the model and her dress the setting is messy with too many distractions.
It would help critique if you gave the reason why you took the photograph, what you hoped to achieve.
The lighting looks good for the overall scene, details in all but the darkest areas and hers eyes and face nice and bright.
In my mod I've tweaked mid tones in levels, lightened the shadows a touch to try and get more separation between her head and background and also reduced the yellow saturation a little.

You have no hope of getting a sharp shot at 1/8th. Even using a tripod, which you havent mentioned, theres too much ambient light for the model not to show movement.

The colour balance is not bad, As I measure it, its just sightly too warm, but only just.

The shot is crooked, everything leaning to the right, and theres also some barrel distortion visible when this is corrected, and the straight wall at the right bends outwards slightly in the middle.

Ive corrected what I could, but even a load if sharpening doesnt quite do it.

I see in your description the connection between the Dutch colonists and the time period of the railroad.

But your primary question is about colour balance, and it looks quite good,

The light and colour balance look OK, the issues of sharpness and straightness have been addressed. But I'm with Ian,

I've looked at this a couple of times and I cannot work out what it is intended to convey. I do find that quite often with artfully styled and posed models in period locations, I'll admit, so maybe I am lacking something. But I'm seeing a very modern girl in a dress with period detail, posing carefully but taking no apparent interest in her surroundings, not relating to them in any way. The modern accessories really jar - the watch, nail polish, jewelry - hardly old style! Now if you got rid of those details and put her to work actually pulling the levers, that could be interesting. But that would be an entirely different picture.

A nice idea and composition, but the tilt does need correction here. I would have gone to ISO400 to get a faster shutter speed. Modern gear handles such settings very well indeed, then a touch more exposure.

The histogram does look OK, but there is a deficit of tones on the right. So, brightened with mid tones slider, a touch of extra brightness and contrast with that tool, then a touch of cyan and a touch of blue added to cool things down.

The lighting balance is OK, but I think a little more flash fill would have addressed the problems I've tried to deal with in the mod. The image would then have been brighter with more tones on the right of the histogram.
