Good idea, good execution.
It makes you forget that with a sky as cloudy as that you'd be lucky to have so much light to make these strong shadows...
To my humble opinion it needs some props to gain some extra edge.
Is she Britannia? I'd give her a spear...
Is she Gloria? I'd give her a laurel to crown the pilot...
