Philadephia Homeless Encampment

Thank everyone for views and votes on my Chesapeake photos....of older times and our recent sailing trip...and the strong response to my final images of the Bay from yesterday.

You may all remember a few months ago, I ran a several day series about the Homeless Encampment on the Ben Franklin Parkway in Philadelphia. Like many American cities, we have a significant homeless population here. We are the fifth or sixth largest city in the country, and have the highest poverty level of any large city in the US, something around 26%. To go with our large homeless population, we have also a large number of vacant housing owned by the city. The encampment started in June (along with another smaller one), with the demands of the city being the use and occupancy of available housing, and a village of "small houses". Three times, negotiations with the mayors office seemed to break down, with threats of "clearing" the encampment forcibly. Each time the city backed downed allowed it to stay up. Finally, about a week ago, the two parties came to an agreement that the "ask" or demands will be met bye the city.....they will take till the Spring to fully implement...and as far as I know, there are intermediate arrangements to house people over the winter. From what I am seeing, this is now a model for other cities facing similar situations which have not been able to work with homeless people successfully.

These photos were taken from inside my van as I was driving by (and stopping) yesterday.
