It looks as if it was really windy on the day you saw this Piper!
You've done well to isolate him and have an interesting background. Is this a 'crop'? If so, I think an improvement may be to leave a little more space at the top, letting him keep the whole of his bearskin hat!
I might also crop off the white at the bottom - it shows the pavement (which is sloping), I don't think we'd notice the slope so much with just the wall because that is uneven anyway!
