This is a good picture.

Variations of cropping and straightening of the verticals are possible, and it works just as it is.

Night lights can be or look yellow but I think this can look alright as a black and white picture as well.

You have captured a lot of atmosphere here......dark and wet. That might normally suggest a negative atmosphere, which I assume a monsoon might create, but you have used it to your advantage to create a dramatic image. The water is deep, and the raindrops are clearly visible all over its surface.
But it's mainly the available light that is used well. It gives you a strong silhouetted figure with an equally strong shadow, and highlights the top of the umbrella and the swirls of water made by the figure's walking.
You got away with that shutter speed on a moving subject, so well done.

I have done a modification with a crop to the top and right, removing a lot of the surrounding buildings, concentrating attention on the man, and maintaining your aspect ratio. I then simply cloned out a few unwanted shadows from the water.
