GEA notes: I think it's the lovely mix of textures - the wispy clouds, the defined cliffs, and the splashy water, not-quite-soft at 1/3 second. That's combined with a slightly swirling composition that keeps the eye moving around the elements, restless as the sea itself, and as resolved.
