Welcome back to the Critique Gallery, Phil.
This is an ambitious shot, with multiple images combined.
There's always a risk when you are doing something unusual that takes a lot of attention that you neglect the everyday, the basics. And I think that's happened here, with verticals that are just al ittle out of true, except on the left hand side of the picture.
Aesthetically, the light's not really on your side - no low evening sunlight to give form and colour, and you're fighting the fact that there's a lot of Mersey and sky surrounding hte band of interest that the buildings provide. (I note with sorrow that the same sort of rather awful cruise ship that is the curse of places like Venice is dwarfing Liverpol's skyline, too.)
I think my suggestion would be to repeat the exercise when the light is really making htings sing, and probably with a longer zoom setting, so that the picture is more about the buildings. With luck, assuming you want to showcase the City, not comment on the tourists, the liner will be elsewhere...
I'm going to try a mod to crop in a bit, totating and putting the horizon away from the centreline...

Doing the mod, I noticed a couple more things.
The border's missing at the tiop.
And - possible cause of the slope, the fact that the camera was, I think, pointed slightly upwards, so that there were converging verticals. Lining up the verticals on one side of the picture (I think you did that on the left, where there's a tall building near the edge) then throws things out.
Also, as you shot in quite soft ligth, I suspect that you increased contrast in processing, losing some highlight detail, and giving dark shadows. While the whole thing still looked soft, the contrast was losing detail. I pulled down highlights and boosted shadows in Adobe Camera Raw.
I also warmed the light a fraction.
