It is the O2 mobile phone shop here in Liverpool, there was a window display made up of lots of Christmas-tree-type lights (mostly blue). The effect is produced with a slow shutter speed and a zoom lens. As the shutter is depressed, the lens is zoomed. I gave it a little dip at the end of the zoom to get the hooks seen here.
