Ghandi in Quebec City

I came across this fine statue of Mahatma Ghandi in the grounds of the legislative buildings in Quebec City. I wasn't able to read the plaque on the statue so I have no idea why he was honoured there.

Any body out there know?

The lighting on the statue is excellent, every feature is visible!!!
Similarly there is a statue of Robert Burns (famous Scottish poet) in the gardens at the legislative buildings in Winnipeg - no idea why he is there.
