Wrong.
Whilst it may look similar to an hdr styled image, this was achieved using curves, hue/sat, selective colour, contrast/brightness and channel adjustment layers.

Thank you arhb. I've seen photos like this done in a similar style I just didn't know if it had a name. Striking photo, very nice.
