A fire extinguisher it is.
In the early 50/60s one of these could be found in almost every British Army barracks. In the event of a fire whoever was detailed for duty as 'Fire Piquet' was required to run to this instrument and haul it to the fire incident and start pumping. I can tell you from personal experience that they are heavy !!! And not very effective.
