In my opinion, this photograph has been technically well-taken: correctly exposed and, apart from the motion blur (which, I presume, was intentional), sharply focussed. Artistically, I think this photograph has been well-composed. I presume the camera has been mounted on a tripod and a slow shutter speed has been used to blur the moving water, just enough for effect and not too much to lose all detail in the water.
